ELCARE has provided reliable home based care for the past 12 years and is well-known for our high quality of service in the Northern Suburbs of Cape Town
ELCARE was founded by Mrs. Elsa Lombard in 1996. She is an experienced social worker with 18 years specialized experience in care of the aged. She did research and implemented the principles of care management successfully.
Mr. Gerhard Lombard joined the company on 1 April 2007 as a partner. He was employed as town planner in Central London for 8 years with extensive experience in developments for the Olympic Games(2012), development of retirement villages, facilities and accommodation for disabled persons, medical facilities and residential developments which focused on life time homes as well as integrated low cost housing schemes. He returned to South Africa in 2007 and joined ELCARE as a partner.

On 1 March 2007 ELCARE expanded by opening an office in George in co-operation with the local hospice and medical specialists

ELCARE is prominent on a national level and is involved with several prominent role players with research to ensure services are up to date and of the highest quality.

ELCARE currently employs over 200 people in order to ensure that all clients receive the highest possible level of service.

To provide in the growing need for alternative nursing and general care for elderly people as well as other people in the community where available facilities and services are totally inadequate

To use managed care at home for the development of affordable services according to individual needs for the patient as well as the medical aids and other service providers

To develop and provide holistic health - and supportive services in retirement villages to ensure that the expectations for a fully fledged supportive system of health and personal care of residents, are fulfilled.

To prevent unnecessary expensive costs for unnecessary hospitalization and alternative institutional care

To provide the third phase of the continuum of care after discharge from hospital, sub-acute facilities and day hospitals through post-operative, palliative and recuperative care at home.

To provide a holistic service at home in co-operation with a multi-disciplinary team to promote an independent life style as soon and as long as possible

To prevent unnecessary admission to hospital through regular monitoring of chronic ill persons

To provide a cost effective home nursing service in liaison with medical aids through managed care at home

To bridge the gap in the care of the elderly and frail care aged by extending the same service to their homes on a long term basis
To provide healthcare services in retirement villages to ensure a cost effective service is provided in frail care units and to enable residents to retain an independent lifestyle in their own home as long as possible.
To provide care for the disabled and frail persons(not necessarily elderly) on a long term basis
To provide ongoing training for the care givers and to ensure quality control to deliver the highest standard of service.

ELCARE was recently involved in research on behalf of COMMUNICARE,   provider of sub-economic housing in the Peninsula on the needs of the elderly people in their establishments.   Future community services will be based on the results of this research.
